The 2023 legislative session presented an unprecedented wave of anti-LGBTQ+ bills across the United States, with over 380 directly targeting transgender individuals. Equality Federation, supporting 47 state partners, faced the urgent task of assessing the impact of their legislative support program. They needed to reflect on their strategies and prepare a report to guide improvements for the 2024 legislative session.

DCF Concepts undertook a comprehensive project to analyze and enhance Equality Federation's support offerings during the tumultuous 2023 legislative session. Our approach was divided into three phases, ensuring a thorough examination of their program's impact:

Phase 1 - Align Internal Goals and Identify Partners

  • Engaged with internal stakeholders to define success criteria for Equality Federation's legislative support program.

Phase 2 - Outreach to Partners and Schedule Interviews

  • Designed an approval workflow for outreach materials.

  • Drafted and distributed outreach materials to relevant stakeholders.

  • Scheduled interviews using automated systems like Calendly to ensure efficiency.

  • Conducted interviews and recorded responses, offering flexible options for participants.


Phase 3 - Summarize Findings and Trends

  • Utilized AI to transcribe interviews and synthesize results.

  • Merged AI-driven insights with human analysis to identify key trends and storylines.

  • Created a data visualization dashboard for easy filtering and searching.

  • Shared draft reports for internal review and provided iterative updates based on feedback.

  • Delivered the final report for distribution to stakeholders and held a debrief meeting to discuss recommendations.
